This is usually caused by the Windows Installation CD that you are trying to run. After running WipeDrive, the hard drive is completely empty - with no trace of any piece of the old OS on the drive. Most CD's that ship from the manufacturer will simply be an "upgrade", "repair", or "re-installation" CD.
You will need a "full" and "complete" Windows Installation CD to install the OS back onto the empty hard drive. If you do not have one of those, please check with your manufacturer, or look into this process.
