If the 'State' box is missing from you order page, that means you are using Internet Explorer 8. This is a bug we haven't been able to fix, but there is an easy way around this. All you have to do is do one of the following:

If you did not receive a download links email when using Guest Checkout, please make sure to check your Spam folder. Sometimes these emails get marked as Spam.
